Date: 18 August 2025 – In a defining moment for India’s maritime future, the Rajya Sabha has cleared the Indian Ports Bill, 2025, signaling the end of the colonial-era Indian Ports Act, 1908. This new legislation is engineered to modernize governance, unify regulations, and propel India toward becoming a global maritime leader by 2047. 

What’s New? Why It Matters?

This sweeping reform brings several critical transformations:

1. Integrated Planning & Governance

   • Establishes the Maritime State Development Council, chaired by the Union Minister, with representation from state port authorities and security officials. 

   • Empowers State Maritime Boards to manage and regulate non-major ports—covering licensing, tariffs, infrastructure, and safety compliance. 

2. Streamlined Dispute Resolution

   • Mandates Dispute Resolution Committees in each coastal state for port-related issues, with appeals directed to the respective High Courts. 

3. Safety, Environment & Sustainability

   • Requires ports to enforce waste reception systems, comply with international norms like MARPOL and the Ballast Water Management Convention, deploy emergency protocols, and reduce pollution through green initiatives. 

4. Transparency & Ease of Doing Business

   • Sets uniform tariff structures for both major and non-major ports, ensures digital publishing of fees, and institutes centralized port data collection to improve transparency and logistics efficiency.

5. Boost to Trade & Employment

   • The law is projected to expedite cargo movement, lower logistics costs, and generate sizable opportunities in port operations, logistics, and ancillary services. Exporters and MSMEs stand to gain from improved infra and procedures. 

The Legislative Journey: From Proposal to Passage:

• Introduced in the Lok Sabha on 28 March 2025 by the Ministry of Ports, Shipping and Waterways.

• Passed by the Lok Sabha on 12 August 2025, featuring a strong focus on federal cooperation, streamlined regulations, and environmental safeguards.

• Rajya Sabha Approval came on 18 August 2025, following a brief session disrupted by an Opposition walkout over unrelated issues. Nonetheless, the bill sailed through in the post-lunch session.

The bill now awaits Presidential assent to become law.
