
In a historic achievement, Mizoram has become the first Indian state to attain full literacy, boasting a literacy rate of 98.2% as per the Periodic Labour Force Survey (PLFS) 2023–2024. This milestone was officially announced by Chief Minister Lalduhoma on May 20, 2025, at Mizoram University in Aizawl, with Union Minister of State for Education Jayant Chaudhary in attendance.
This remarkable accomplishment is credited to the Understanding of Lifelong Learning for All in Society (ULLAS) initiative, also known as the New India Literacy Programme (NILP). A door-to-door survey conducted by Cluster Resource Centre Coordinators (CRCCs) in August–September 2023 identified 3,026 non-literate individuals across the state. Of these, 1,692 enrolled as learners and were supported by 292 dedicated volunteer teachers, including students, educators, and resource persons.
Mizoram's success reflects the Mizo cultural value of Tlawmngaihna—a spirit of selflessness and community service. This ethos, combined with a strong commitment to education, has been instrumental in achieving full literacy. The state's journey from a 91.33% literacy rate in the 2011 census to 98.2% in 2025 showcases the effectiveness of community-driven education and government collaboration.
Under the ULLAS initiative, literacy has been redefined to encompass not just the ability to read and write but also to include comprehension, interpretation, and essential life skills such as digital and financial literacy.
